OVER 10M QUOTA MANAGEMENT

The CFPO plays an important role in managing quota on behalf of its members. The CFPO operates a ‘pool plus’ system which effectively means members put their quota entitlements into a common pool and they are managed by the CFPO. The CFPO feel that a pool system offers maximum flexibility for member vessels. The CFPO quota pool is supplemented through domestic and international quota swaps to ensure optimal use of all quotas available to the CFPO. Member vessels are allocated monthly catch limits for all quota species via a quota sheet (CFPO Monthly Bulletin) issued before the first day of each calendar month.

Monthly catch limits vary across the year to reflect seasonality, fishing patterns, market conditions and quota availability. The objective is to facilitate optimal use of available quotas. The CFPO recognises that some vessels, in order to be viable, require additional quota to supplement the monthly CFPO pool allocations. This additional flexibility is achieved by securing additional quota from other sources (where possible). This can be through buying, leasing, swapping, borrowing or gifting of additional quota. The CFPO quota pool system can only operate successfully because of the cooperative and mutually responsible working relationship that exists between the CFPO and its members.

UNDER 10M QUOTA MANAGEMENT

Many CFPO under-10m member vessels fish against the Marine Management Organisation (MMO) under-10m quota pool. The CFPO liaises directly with MMO quota managers to offer advice and guidance on setting limits for under-10m vessels in the South West. Experience and knowledge from CFPO under-10m member vessels are passed on in real time in an effort to guide and assist the MMO in this area. In addition, the CFPO has a seat on the MMO South West Quota Advisory Group that was set up to advise on under-10m monthly quota limit setting. The CFPO ensures that our members’ concerns and views are fed in and heard by this group.
